ID printing contains large amount of personal data, including bio-information such as photos and fingerprints. European countries such as Germany, France, Spain, and Italy produces passports on their own. Some countries purchases parts (chip for example); some countries outsource the production entirely such as Monaco and Lichtenstein.

The German collaboration is unable to resume due to new Chinese law stating that companies comprised with foreign capital cannot manufacture products that pertains to security.

phase one: new PRC - pre "Reform & Opening" 1949 - 1980s. not many citizens hold private use passport, yearly issue amount a couple of thousand. phase two: reform & opening - end of 2000. 1980 - 2000. passport application become to rise, technology is implemented in production (handwritten - print, barcodes for OCR reading, etc). phase three: application procedure is shortened, becoming more convenient for citizens to apply, reclaim (if you lose your passport it's not as troublesome as before to re-issue, etc)
