Winterhouse published The National Security Strategy of the United Sates of America in 2002. Its text was the official policy report issued by the administration of President George W. Bush outlining a dramatic shift in American foreign policy – the codification of the Bush doctrine. By reprinting and circulating this document in a wider space, freeing it from the governmental archives and media interpretations of its content, Winterhouse sought to stimulate public discourse on the subject. But releasing and print a official policy report can we release it access from governmental control and stimulate more public discourse.
