sovereign - the Prince of Machiavelli 16th cent. as a prototype, were not concerned with ruling the people for the shake of their welfare, but they were primarely interested in dominating them for the welfare of the sovereign. 18th century= liberalism and the bourgeois became hegemonic, and the population gets in the focus of power and governing was focused on the life of people and how to make it better. the power of the state now relates not to territories but to the "happiness' of the population. this leads to a population of subjects that were bound to economic paradigms in their thought and behavior.
